The United Kingdom and the United States have announced a significant trade agreement that will preserve zero levies on UK medicine products entering the American market.

Agreement Details of the Pact

Under the terms of the agreement, the UK has pledged to raise funding on drugs through the public health system. This move secures that import taxes on these vital products will be held at zero for a timeframe of the next three years.

This agreement is in response to earlier statements to hike import taxes on branded drug products, with figures floated as high as double the cost.

"This arrangement with the United Kingdom reinforces the global environment for cutting-edge drugs and brings much-needed balance to U.S.–U.K. drug exports," a statement said.

Trade Significance

Drugs represent one of the UK's biggest goods shipped to the US, which is clearly the primary market for leading British pharmaceutical firms.

Statistics reveal that in the year leading up to the third quarter, the UK exported pharmaceutical products totaling billions to the US. This figure made up 17.4% of total UK exports in that timeframe.

"This guarantee secures jobs, increases capital expenditure and sets the stage for the UK to become a international leader for biotech and pharma," a minister commented.

Specific British Pledges

The pact entails several specific commitments from the British government:

  • Price Threshold Increase: The UK will raise the cost ceiling at which it deems new therapies to be prohibitively costly by a quarter.
  • Higher Drug Budget: There is a aim to double overall public funding on medicines from 0.3% of the national economy to 0.6 percent over the following ten-year period.
  • Refund Ceiling: The amount manufacturers must refund to the NHS to stay within budget will be restricted at fifteen percent. Previously, rebates were more than 20%.

Broader Context

The pact follows a long-running row between the pharmaceutical industry and the British authorities over drug pricing and regulatory access.

These tensions were exacerbated by assertions that US customers were charged significantly more for the same drugs than consumers in the UK and Europe.

Over the last 18 months, several significant drug company projects in the UK have been delayed or scrapped, while major expansions have been directed toward American operations.

The Science Minister acknowledged that the NHS needed to invest a greater share on drugs, noting that its expenditure on drugs had shrunk as a percentage of its resources over the past decade.
