British Broadcasting Corporation Gaza Programme Ruled a 'Major' Violation of Broadcasting Rules, Says Ofcom

The British broadcaster committed a "significant breach" of media regulations by omitting to mention that the narrator of a programme about the Gaza situation was the child of a Hamas official, as determined by UK media regulator Ofcom.

An investigation by Ofcom into the programme Gaza: How to Survive a Warzone has determined that the documentary was "substantially inaccurate".

The BBC's director general had earlier expressed regret, noting there had been "a significant failing in relation to truthfulness".

Ofcom has instructed the corporation to broadcast a prime-time declaration about its decisions.

"Given this constitutes a significant violation of our rules, we are directing the corporation to transmit a announcement of our determinations against it on BBC Two at 21:00, with a date to be finalised," the regulator stated.

'Potential to Erode Confidence'

The watchdog's statement stated: "Our investigation determined that the film's failure to disclose that the narrator's parent held a position in the Hamas-controlled government was substantially inaccurate.

"This implied that the viewers did not have vital facts which may have been highly relevant to their assessment of the presenter and the content he shared.

"Trust is at the heart of the bond between a television network and its viewers, especially for a national broadcasting corporation such as the British Broadcasting Corporation.

"This error had the potential to damage the very considerable levels of credibility that the public would have placed in a factual film from the broadcaster about the Gaza conflict."

The documentary was pulled from the BBC's streaming service in February after the presenter's familial connections emerged, and in this past July an internal BBC review found it violated the organization's editorial guidelines on truthfulness.

A corporation official said: "The authority's determination is in line with the findings of the internal assessment, that there was a serious error in the documentary in relation to the broadcaster's journalistic policies on truthfulness, which reflects clause 2.2 of Ofcom's Broadcasting Code.

"We have apologised for this and we accept Ofcom's decision in complete. We will comply with the sanction as soon as the date and wording are determined."
